This file follows the `llms.txt` convention (https://llmstxt.org). Derived live figures (headline counts, wage-gap sums, leaderboard values) are intentionally omitted from this file: they refresh on every ingest, so read them from the live pages or their /md twins rather than quoting a snapshot here. Static facts the pages themselves display (statutory caps, fee schedules, program rules) do appear in this file.

## How to use

- **Site search:** https://www.xh1b.org/md/search?q=search+terms returns ranked page and record links in Markdown. Use URL-encoded terms. Results link to Markdown and HTML pages. Select a source to browse more results. Follow Previous/Next page links. Example: https://www.xh1b.org/md/search?q=Microsoft&source=employers&page=2.
- **Markdown:** every public page has a markdown twin at `/md/<path>`, the dependable machine entry point (e.g. https://www.xh1b.org/md/leaderboard).
- `Accept: text/markdown` content negotiation also works at the origin, but shared edge caches may serve the cached HTML variant of the same URL (they ignore `Vary`). Prefer the direct `/md/…` URLs.
- **API discovery:** https://www.xh1b.org/.well-known/api-catalog (RFC 9727 linkset) lists the API; `Link` headers on every page point to it.

## Methodology (public derivations)

'Americans displaced'
For each certified H-1B labor condition application: workers x (1.0 + wage-gap), where wage-gap = max(0, (BLS median - offered wage) / BLS median). Employer and geography totals add layoff counts from matched WARN notices. A notice is a planned-layoff record, not proof that a named worker lost a job or that a filing caused it. The 1.0 base rate is a modeled assumption. Each entity page shows the components and a method version when its stored row has one.

'Certified wage gap'
Per employer: gap = max(0, BLS median - offered wage). Certified gap = sum(gap x workers) for certified filings: an estimate of wages below the BLS market median, not an adjudicated finding. Gap on denied filings = the same sum for filings DOL rejected. Withdrawn filings are tracked separately. Rows with a quality flag (known-bad parses, e.g. >5000 workers on one filing) are excluded from aggregates but preserved verbatim in the raw tables.
