Scope and limits

Reading the employer match

The match identifies employers that appear in both a contract dataset and H-1B records. It is a research signal. It does not show that an H-1B worker performed a contract, that public funds paid a worker, or that an employer controlled a particular worksite.

Federal totals measure dollars obligated. State award totals exclude Connecticut payments. Payment totals stay separate. Coverage and update schedules differ, so these measures must not be added as one accounting system.
