Reading the record
See what this comparison measures, what it does not establish, and where to continue the investigation. The math
Per filing: gap = max(0, BLS OES median for the occupation − offered annual wage).
Certified wage gap (est.) = positive annualized gap × requested positions, summed across historical DOL-certified filings. This is not a current annual loss or observed payroll. Denied filings appear on the enforcement page.
Across the national record, that equals $9,643/yr per certified worker. This is a modeled estimate.
Universe: employers with at least 5 certified filings paying below the BLS occupational median. Sources: DOL OFLC LCA disclosure files and BLS OES national wage estimates.
Contact rankings include people who also act as attorneys, but use only their employer-contact records. Each row retains all linked H-1B filing counts and separates certified and BLS-compared filings. The archive does not identify each requested worker or prove who signed the application. Separate person records are not combined merely because their displayed names match. Modeled displacement retains the existing person-level total across filing roles; it can cover more records than the contact-only wage comparison.
Wage estimates exclude flagged records, missing offered wages, and missing BLS benchmarks. Those source records remain in the archive and in the total linked filing count. A wage gap of $0 is different from an unavailable comparison. Positive per-filing gaps are summed; above-market offers do not cancel gaps on other filings.

Questions about the data & methods
Leaderboard FAQ
What does the leaderboard rank?
The default employer view ranks modeled certified wage-gap totals: offered wages compared with BLS occupation benchmarks and scaled by worker requests. People and law firms have separate tables with their own measures. Use the sort controls to compare filing counts, and read the method notes for each table's benchmark basis.
Is an H-1B offer below the BLS median illegal?
A BLS comparison alone does not establish wage compliance or a violation. DOL defines the required wage as the higher of the prevailing wage and the employer's actual wage for similarly employed workers. This ranking compares filing offers; it does not observe payroll. Read DOL's required-wage rule.
How do employers in this H-1B sample compare with BLS wage benchmarks?
Deloitte Consulting LLP is one employer in this sample. Its offered-wage comparison is about 7% below the BLS benchmark for its occupations. Its modeled total offered-wage gap is $6.3B across certified filings. The percentage comparison and modeled total measure different aspects of the record. Neither figure establishes unpaid wages.
Which law firms appear in the H-1B filing records?
FRAGOMEN, DEL REY & BERNSEN & LOEWY, LLP appears in the law-firm sample, with 549,015 recorded filings. The default law-firm view uses modeled wage-gap ordering. A firm's name in a disclosure does not establish who signed or prepared the application. Inspect the linked records for the firm's role.
How do I inspect an employer's H-1B wage gap?
Open the employer row and inspect its wage tables, filing counts, worker requests, and source coverage. A larger modeled total can reflect more filings or worker requests as well as different wage offers. Compare those measures before drawing a conclusion about an employer.
Does a high ranking mean a company broke the law?
No. The ranking measures scale of H-1B use and wage gaps from government disclosures. Enforcement findings, where they exist, appear separately from DOL Wage and Hour Division records linked on each employer page.
