Agreement to terms

By accessing or using XH1B (the "Site"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Site.

What this site is

XH1B is a public archive and data-exploration platform that republishes information derived from U.S. government disclosure files and user-uploaded evidence. It exists to promote transparency in labor-market practices. See our Data Disclaimer for the full statement on data accuracy and limitations.

No legal advice

The Site does not provide legal advice. Content published here (including risk scores, signals, story leads, and the Frank investigator agent output) is for informational and investigative purposes only. Nothing here creates an attorney-client relationship. Consult a qualified attorney for legal advice.

Acceptable use

You agree not to:

  • Use the Site to harass, threaten, or intimidate any person or entity named in the data.
  • Use the Site to identify anonymous people, expose private personal information, or make unwanted contact with people named on the Site.
  • Scrape, mirror, or overload the Site's infrastructure. Public data is available via the API under fair-use rate limits.
  • Upload fabricated, misleading, or fraudulent receipts or reports.
  • Use the data to discriminate on the basis of race, national origin, religion, gender, or any other protected characteristic.

Violations may result in account suspension and, where applicable, referral to law enforcement.

User contributions

When you upload receipts, reports, notes, or other content to the Site, you grant XH1B a perpetual, irrevocable, worldwide, royalty-free license to store, review, verify, use, and reproduce that content for intake and case work.

Reports enter a private queue for founder review. We do not publish reports automatically. The report form has separate consent boxes for attorney sharing and publication. If you select attorney sharing, you grant XH1B permission to share and redistribute your report and evidence with attorneys pursuing claims against the named employer. If you select publication, you grant XH1B permission to publish your report and evidence. Your name stays off published material unless you entered it in the form.

If you select neither option, your report stays in the private review queue. We may disclose submission material when required by valid legal process, such as a court order or subpoena. See our Privacy Policy for how we handle and retain submissions.

You represent that you have the right to submit the content and that it is accurate to the best of your knowledge.

Intellectual property

Underlying U.S. government records (DOL OFLC, BLS, SEC, court filings, etc.) are in the U.S. public domain and carry no copyright restriction. Anyone may freely copy, redistribute, and adapt that raw data.

The Site’s compilation, aggregation, presentation, and editorial layer (the way the raw data is organized, linked, scored, and visualized here) is licensed to the public under Creative Commons Attribution 4.0 International (CC-BY-4.0). You are free to share and adapt that layer for any purpose, including commercial, provided you give appropriate credit to XH1B Archive and link to the license. See our newsroom for ready-to-use citations and the full license statement.

The XH1B name, logo, and branding are not covered by the CC-BY license and are not licensed for unauthorized use.

Third-party links

The Site may link to external government portals, court filings, and news articles. We are not responsible for the content or practices of third-party sites.

Disclaimers and limitation of liability

The Site and all data on it are provided "as is" and "as available" without warranty of any kind. To the fullest extent permitted by law, XH1B, its operators, contributors, and affiliates disclaim all liability for damages arising from the use of or reliance on any information published here. See the Data Disclaimer for details on data accuracy.

Takedown and correction requests

If you believe data is materially inaccurate, you may submit a correction request. We review claims against the primary source record. We cannot remove data that accurately reflects a government record, but we can note corrections where the source itself was amended. For more, see our correction process.

Governing law

These Terms are governed by the laws of the United States, without regard to conflict-of-law principles.

Changes to these terms

We may revise these Terms at any time. The "Last updated" date above reflects the most recent revision. Continued use of the Site after changes constitutes acceptance of the revised Terms.
