Vendor names are matched to employer records after normalization; a shared name can match two unrelated companies. Treat employer counts as an upper bound, not a census.
Coverage varies by source and period. These retained records are not a complete spending census or a national total. Washington Open Checkbook reports state agency vendor payments. These amounts are payments, not contract awards.

State contract coverage is partial. Do not read the contract data as a national total. Coverage and vintage vary sharply by source.
A match means the state portal's vendor name and an employer record's name agree after normalization. It is not a legal identity check: shared names can match two unrelated companies, and one real company can appear under several spellings.
State payment ingest creates an employer record for every named vendor, so a linked employer record does not always file H-1B paperwork. The employers ranking below counts only records with H-1B filings.
One vendor can appear in several retained source rows. These rows do not count unique contracts. Rows without a reported amount are not ranked. Coverage varies by source and period; this ledger is not a national total.
